There are brake spring pliers designed specifically to perform the task. Side of the jaw will fit into a rivet hole in the lining and the other hooks under the end of the spring where it enters the shoe. They are not terribly expensive and can relieve a lot of frustration. Besides it's a perfect excuse to buy a new tool. RDT
