Headlight ring question

I've got a question concerning the Stainless headlight rings used on WDX - WM300 Power Wagon's or 39 - 47 2wd's. Were the retainers, the 2 mirror image parts that pull the ring together, always made out of mild steel? I have some nice rings but the retainers are stripped, broke or badly rusted. Just a cost saving measure? Thanks for any help. Kevin
