I use a bolt holding fixture specifically for this purpose, along with cobalt bits and a Bridgport milling machine. Not a difficult job.
I also use a dab of locktight. If you have early PowerGiants, hub flange and steering arm bolts are also problems. The safety wire approach has worked where locktight alone has failed.
