230 Rear Main seal-Assembly question

Should the crankshaft be hard to turn after installing the new style rubber rear main seal that VPW sells? When I look at it I have contact at two locations on the crankshaft surfaces. Without the seal the crank turns easily by hand with the seal installed I have to use a socket on the crank jaw to turn it over.

All the bearings check out using plastigage to verify clearances.
