Manifold bolts

What is the best way to loosen frozen (rusted) nuts on the exhaust manifold. Several of mine have loosened with very little effort. Others, more rusted to the point that the ribs on the bolts cant even be identified any longer are helplessly stuck.

I dont want to do damage in removing them.

Ideas?
