Did you forget to put the plug in? Check oil level?

Try loosening the line at the block, see if you get plenty big mess. If so, gauge is bad.
The fact that it moves at all makes me think it's working, you just have no pressure. Does the engine rattle- like no oil?
Did you pinch the line to the meter while working under the hood?
Did the fresh oil make the relieve valve stick open? On the flat head it is externally accessible, easy to clean.
