Looking at John Gunnel's book "standard catalog of light duty Dodge Trucks 1917-2002" it was extra cost being an option. According to the book as I read it you could have the fenders match the body color starting in 1952 for an extra price of $6.44. I only had time to read further up to 1956 at which it would cost $7.50 for matching body colored fenders.
Hope this helps, these Dodge truck books and service manuals etc are great reference materials though I would not base all of them 100% correct. You should get some of them Don Bunn has an great book as well.
