A few years ago, most military vehicle makers standardized wheel sizes to reduce supply problems. One of the things they did was to settle on a 20" rim diameter for most military applications, and to vary the load capacity by changing the tire width/size. The 14.00 x 20's that we get here are usually off of wheeled armoured personel carriers (Grizzly, etc), and many of them are "Run Flat" (combat tires south of the border) The local farmers have been using them on anything that previously would have had a "grader" sized (24") tire on it as the weight per tire rating is about 5 tonnes each. There are some "normal" ones in that size, but anything I have seen over a 11.00 x 20 is usually from an armour application. The tires have to meet a Mil Spec, and are usually Michelins, so their web site should have speed and load ratings for whatever tire sizes you may find. Good Luck J.V.L.
