The 318 heads will work and the throttle response will be great due to the port velocity of the 318 head but the 360 will run out of poop by 4500rpms dude to the lack of breathing from the 318 head that the 360 needs and gets from its bigger port/valve 360 heads it normally has.
By the time you start maching the 318 heads and putting bigger valves in like others have suggested you are gonna have a bunch of cash tied up in heads and would just be better off and cheaper to rebuild a set of 360 heads in the first place.
