rust prevention in those hard to get to places

Had my front fenders{1950 B2} dipped in caustic soda and sand blasted. I'm primer etching them and then primer. How does one get primer and paint inside the the channels under the fender? Spraying is not very complete. Also, do most of you guys undercoat the fenders?
