Get a spot weld cutter from your local body shop supply house. It's a hole saw about the diameter of a spot weld, and cuts the metal around the weld. Use a center punch first to hold the center pin in place while you cut. The cutters are brittle, so don't push too hard, and get extra cutters, you'll need them.
