WC13 data plate

I found a tag on the bed that is stamped 8-18-41. The rest of the tag is pretty much unreadable. The top line looks like "parts requistion"

Any idea on what this plate has on it? how do I remove 63 years worth of paint and grime without destroying it?

The s/n, cowl tag and hood munber are all readable.
