The problem with SLC (Suscriber Line Carrier) is the ADPCM (Adaptive Digital Pulse Code Modulation) that it uses. It can be disabled, that is if you can convince your local service provider to do it.
I was rolling out a 9.6K dial-up solution to about 500 Phillip Morris sites some 16+ years ago. I couldn't get them above 2400bps until under legal pressure we got the RBOCs to disable the ADPCM encoding.
