Had exactly the same on my VC 3 military.
Crank timing marks are set for a pointer that should be vertically above the crank centreline, and the ACTUAL pointer is about the ten o'clock position?
I ended up going with the TDC on the piston to time it, and I would guess that the chain cover is wrong. I think the chain covers with the 'offset' pointer might be for the COE trucks where you just cant get directly above the crank to time them, but you can peer in at the side - not sure.
