Try to drill it, not much needed. Just enough to get a sample of chips. Grainy/ grits = cast Iron. Curly chips = steel. Mix of chips and grits = malleable iron (cast that has had the carbon cooked off- takes days)

But why weld your bracket to the 3rd member that may have to be changed, instead of welding it to the axle housing ?
