Put a long bolt or heavy wire in cable clamp, hold it to set screw til it gets red. Then cool slowly by intermitant application- temper is done at less-than-red heat. Maybe you'll get lucky, the bolt will weld itself to set screw? Wait til it's cool before trying to drill. The dremel idea is good if you can grind a screw driver slot into it.
