....the dolly would stop, what stops the towed vehical???? That's a lot of stress on two chains, cables or straps. It just takes a small deviation from the axis to get that load jacknifed. A body in motion, stays in motion, ...until it meets an unmovable object.
A buddy was towing his blue Datsun with his motorhome, on a dolly. Just crusing down the freeway, changed lanes to use the off-ramp and was immediately passed by....a blue Datsun..., " man that looks just like your truck Charlie!"... "Hey! THAT IS my truck!!!" ha!ha! It's funny now, he didn't hit anybody and the Datsun came to a rest in the desert with minimal fence damage. Now they use concrete K-rails, the results would not be so funny!
Add the additional 3,000 lbs of the POWER WAGON and you have a lethal mix.
