Keith,
I have a 18' stationary and 4' fixed Tilt Trailer on order with the Hydraulic Jack Stabilizer on the tilt.
For the PW the Hydraulic Jack isn't necessary, but I wanted to make sure that if I haul anything with a long wheelbase (like my F-250 Crew Cab) that the trailer didn't start tilting before the rear wheels were on the trailer.
On the one I have being built the jack only stops it from tilting back flat.
As for a winch with the hydraulic jack the front of the tilt would need a roller to prevent the cable from being damaged, or the winch would need to me mounted to the front of the tilt. The jack would prevent it from tilting when the cable is under tention.
