The closed knuckles were not designed to be "full" of lubricant. There should be a plug at the bottom to drain and one about one third of the way up for filling. As Marty said, the oil level should be at that point. What kind of vehicle are you working on? Can you post a picture of the knuckle that shows the fittings and plugs?
