Running a bungy cord around one of the spokes of the steering wheel and hooking each end to a point on the floor or or drivers seat frame has worked for me in the past.
It allows the steering wheel to rotate a couple inches either direction, which helps around the corners, but you'll still scrub the tires some.
I guess I should note my experiance is jeep based... I've not tried to flat tow a Powerwagon.
Make sure your towing vehicle out weighs it.
