The typical sending unit is 0 ohms full and 240 ohms empty (plus or minus the accuracy of the sender. I would get a 240 ohm 5 watt resistor and some between 0 and 240. Hook the resistor to the sender output line (with the sender disconnected, the other end of the resistor to a good ground. You should be able to vary the guage from empty to full by changing the resistors. If this works, you either have bad grounds or a bad gauge.
