combat wheel balance weight

I found one of my combat wheels does not have a balance weight welded to it. Should I assume it has been knocked off and now needs balancing? In looking over my other wheels, I see the size and location of the balancing weight varies much more than I would expect. Could it be that this wheel just happened to be in balance without a weight?

I guess will have to make an adapter to put these wheels on my bubble balancer to know for sure.
