Steve, my garage at this place is 22' wide by 28' deep, with a 9' ceiling, so I'm in the same position as you. Paul is right, it will be tight fit, no matter where you put stuff. My place has two center posts that divide it lengthwise, and I have two doors that are 9'W x 7'H. I have to air down the tires to get a PW inside. If I store anything along the walls, I can't open the truck door (that faces the wall) enough to get in and out.
I put my compressor up in the 'attic' so that's out of the way. I have a tear down bench on wheels where I can work on parts that also is used for wood tool storage. I cover the bench with shop towels to absorb any oil that might leak out. I have a 3'x 10' permanent bench across the back for my truck tools and such.
I hang plastic from the ceiling to keep sawdust out of my stuff when neccessary. You could also use a wet/dry vac as a crude dust collector, too. I haven't had any trouble, but I used to do stuff under a tarp out in the yard, so I'm pretty grateful for this garage.
I haven't had any trouble using my table saw while the truck was parked in the other bay. I just have to remember that I don't have a lot of room to jockey 4x8 sheets of anything inside, so it helps to have the sheet positioned right before I take it in.
Oh, I heat with a barrel stove, but that takes up some space, too, so if I wasn't going to move, I'd get an LP furnace that hangs from above. I have one for my new place already.
