Your carburetor should have a throttle return spring. It will either be mounted on the throttle plate shaft (rare) or on the right side floor board on one end and the throttle linkage on the other. It will pull the throttle closed. If the throttle plate doesn't move freely, something is binding it. Possibly corrosion on the shaft going into the throttle plate from the side.
