The last time I made a double flare, I had to clamp down on the tubing really, really tightly so that it wouldn't slip when I laid down the second layer. It was so tight, it squeezed down the diameter of the tubing - so much that you could really see it. I had concerns over the safety of using something like that, so I didn't use it. The tool I used was a tool I had bought at Sears. It's only supposed to be good for copper and aluminum, and I guess that's right.
