pto rebuild question

I am rebuilding the pto off the '52 PW ("after" non synchro tranny). When I put the shaft flanges on with 2 gaskets each mildly tight, it binds the bearings noticibly. Has anyone else had that problem? I thought I would add a gasket to each side, but am open to advice.
