Good Points Todd. The air shut down does need to be robust, a huge volume of air must be stopped and held till shutdown. The ECM on the new Cummins will do a good job in some areas to control a runaway. But if the runaway is caused by a blown turbo oil line, the ECM will have no authority to control that failure. I have even read of some putting emergency oil shut offs on the turbo oil line. One additional gain with a air shutter is anti thieft. Close the shutter when leaving the truck. Few will know what to look for when it wont start. The large Detroits had a large flapper door, spring loaded and held open like a dead fall. Pull the T handle and it was all over. Had to be manually reset.
