Actually, you CAN make the hemi heads fit on a regular B or RB block. The work involved is not trivial. An extra row of bosses needs to be welded in the lifter valley, and a channel needs to be fabricated for some of the pushrods. This is usually done by grinding or machining the clearance and welding/brazing a split pipe into the channel. External oil return lines also need to be fabricated since the hemi heads hang over the B/RB deck surface. This has been done to create 383 Hemi B motors for racing. The complete hemi valvetrain is different, including the cam.
If you really have the heads and lots of other parts, my advice is to buy a new Hemi Megablock from Mopar Performance. You should be able to buy the block bare and semi-finished. At the right dealer the block is around $2K and you'll have another $1K in machining to make it usable.
If you don't have many parts, Mopar Performance sells a complete crate motor as mentioned earlier in this thread.
If you are serious about this, ask the folks in the Q&A section at www.moparts.com, they'll steer you in the right direction.
