Couldn't tell from your post the location of the slots. If they come out to the backside edge I'd use a chop saw. If it needs to be thicker than the blade width, stack 2 blades and keep water on it. do it in small spurts allowing everything to cool down.
If they are oblong holes in the CENTER of the blade that's a different story. Plasma will do it but I'd make up a jig. It would be hard to keep that steady of a hand to know where you are at. My torch needs the jig edge to be 1/2" away from cutting area, others vary. You'd also have to work your angle out to allow for the kerf. Water while cutting with a plasma is a no no. You can lay wet rags around it but I think I'd just cool it down after making the cut. Hope this helps
