I have seen and removed lots of copper brake lines in various old vehicles. I think its used only because its cheap and easy to work with. That rusted out section? no problem, just cut it out and a couple of compression unions and presto you are back n buisiness again. repeat this several times and the steel gets scarcer and scarcer, then someone (a new owner usually) tears it all out and replaces it with steel again. (hopefully!)
Copper lines are in the same repair category as baling wire.
