I wasted a load of time before I found out the arrow spot welded to the timing cover was at ten o'clock and not the correct TDC position.
I can only guess the timing cover might have come from a cabover or something like that. Eventually I drilled down though the coke in the head above the rear cylinder and used a welding rod on top of the piston as an indicator of TDC. Once I'd seen how far out it was the truth dawned...
