4 go over the axle and spring packs and get pulled down and to the front/rear. 4 more go from the frame down to the trailer. The 4 on the axles bind the load to the trailer, the 4 on the frame keep it from bouncing on the springs. The important thing to remember is to use Grade 70 Transport Chain, its certified for this type of work. Chain bought at the local lumber yard does not count, even 3/8" chain is junk. Also any hooks and attaching pins must be Grade 70 Transport rated. Grade 70 Transport chain is expensive. You may prevent a tragic accident by proper binding of your load.
