Most tow trucks work for body shops. They like to make money twice - once for towing, and again for repairing. When a body shop tow truck sees you have a mechanical problem that his business won't make any money repairing, the driver is not anxious to help you.
Also, if the tow looks like it will take too much time, the driver doesn't want to deal with you. Often a particular towing outfit has a contract with local authorities and wants the truck available to respond to wrecks (body shop business) and possibly several profitable tows instead of your one that takes a while.
