CDL is required for a GVRW of 26,000+/- lbs or over. That is total load on a vehicle not including trailers etc. GCWR it total load of truck, trailer, gas, luggage, people etc.
This is not used to determine whether a CDL is required.
This segment will continue to grow. One thing about over the road hauling is, if you have a pick-up bed on your truck, you are not required to stop at weigh stations. This is one reason you are seeing Class 7 trucks(medium duty internationals and top kicks) with little pick-up beds on them. They found a loop hole and are jumping on it.
Look at the sales of F-450 thru F-600. They have the market all to themselves for the time being.
