It's not just a California syndrome. Back East, it happens all the time. My family goes back 7 generations in this town, and some great-grandma was an Indian, from across the water in Connecticut.
There was a large (for here) potato farm, whose owner sold off a couple of building lots to get some extra cash.
A rich NY city girl bought a lot, and had a house built. The first spring Sunday morning that she was in the house, she called the police to complain about some guy on a tractor, who woke her up at 4:00 am, plowing. Seems she didn't understand that living next to a potato farm wasn't just a quiet green experience. She told the cop to tell the farmer that she needed her sleep, and that he shouldn't atart plowing until 9:00 am.
The cop wasn't overly sympathetic, since his family also owned a big potato farm, just down the road, and his cousin was the guy on the tractor.
