Bad park switch on the motor itself. The high speed is part of P1 and is a blue wire on a 74. Brown and Green wire are the low speed and PARK circuit.
Following the flow chart you have in order to check and repair......
open circuit in red or borwn wiring
low speed torque limiting resistor open
(this is was makes the low speed work looks like a ballast resistor)
Defective control switch.
You replaced it so you need to start from above.
