Take one of the nuts to NAPA and buy and wheel bearing nut socket. Using it and a screw driver or steel rod, turn the inner nut (with pin facing out) till it just stops, then back off 1/6 turn. Use your hub bolt holes as markers. Make a final adjustment to accommodate the lock washer. Tighten the outer lock nut tight. It sounds like you may be missing the outer nut w/flange for the outer seal to ride on.
