I'd personally go with the '84 if you have smog concerns. I know in Utah they require two smog pumps on the '86 trucks,(can't imagine california was any better in '86) and depending on tonnage a catalitic converter. my '85 Ram 1ton doesn't have to have a cat, and only uses one smog pump and I have the 360 motor. i'd definetely go with a four barrel carb either an AFB or edelbrock performer(#1406) just remember to set the floats a little lower than they are at the factory, that'll help on steep hills so the floats don't shut off your gas flow and helps with emissions[went through that headache a few years ago!The truck was running too rich and wouldn't pass emissions. I'd just rebuilt it too, so i took it home set the floats a little lower than Carter says and boom passed emissions with flying colors!, the mechanic was even suprised, he was asking"what'd you do??" "it passed easy this time!"] hope this helps=)
