To preserve rusty metal until I have time and money to paint it right, I like Rustoleum "rusty metal primer". It sticks very well to rust, just brush off the loose dirt. I have stuff that I painted with it 5 years ago with a single coat and never top-coated that is still not rusting through the paint. Best thing is it's only about $20/gal and I just brush it on. It isn't terribly hard to remove, either, when the time comes for a proper finish. The flat red oxide color is dull enough that patches of it don't really stand out on a camo-pattern truck.
I tend to think it's better to put brush-on primer over rust immediately, regardless of appearance, than to let it rust more while planning to do a proper paint job, which might honestly not happen for a few years.
