If the buyer does not surface in an amount of time that you feel is right, you have a right to start a "mechanic's or warehouseman's lien" action. You are probably familiar with this.
The person who is owed money for repairs/storage can seize the vehicle for back-payment of labor and/or storage fees. Title reverts to the person starting the action.
It is simple to do, and often just the threat of such an action will cause the owner to come out of hiding.
