When I rebuilt my carb, the engine ran quite rich at low speeds. When coming to a stop it would often flood. Perhaps the float needle and seat have differing overall length dimensions versus the ones back then. I had to keep lowering the fuel level in the bowl to minimize the overly rich situation. Took me 4-5 adjustment cycles, and it now runs fine. It has a slight off idle stumble, which may be characteristic of that vacuum operated accelerator pump. I'm not sure if that's typical, as I haven't driven another PW with the same type carb.
