Yes, but...
The driver w/manual steering won't do things like turning against boulders. The P/S driver will tend to "abuse" or heavily use his steering. In which case, where the torque is added makes a difference. When added at the box, the worm gear and column are spared. When added by a ram, the entire box, all the linkages and joints except for the tie-rod and its' joints are "spared". Given that the same maneuvers are performed, there will be no difference. But do people with manual steering turn the wheel lock-to-lock when stopped? No. But people with P/S sometimes "show off". That's stressful on the parts of the system "downstream" from the hydraulic torque-adder.
