A ballst resistor is used to drop the voltage supplied to the coil during running conditions. It is bypassed when starting the engine as the voltage is already greatly reduced by the starter load. A coil used with a ballast resistor is not designed to run at 12 Volts and will fail much quicker than when properly used with a ballast resistor.
