spare tire location

I was wondering why on some of the WC's like the WC52, WC62 and ambulances the spare tire is mounted on the driver's side, seems like it would make getting into the truck a lot harder climbing over the passenger seat. Maybe it was there to protect the driver? I'm sure there is a good reason. Anyone?
