Before you invest a lot of time and money into this you need to do some homework. Some wholesalers will provide the nuts in bulk and leave the packaging to you. If that is the case and the events have other food booths, you will probably need to have a chat with the local health department. If you are getting the nuts pre-packaged, it will ease on some of the restrictions, but you will still need to talk with them if you plan on selling at any health inspected event. It costs us $139 for EACH event we do for a health department certificate. Regulations and fees vary wildly with the area of the country you are in. As far as wholesalers, if you are near a big city that has a produce market, sometimes you can pick up bulk bags (50 lbs) of uncooked peanuts. Of course, you will need a roaster (around $1700). Try to get a local supplier because shipping prices will cost dearly. Look for provisioning companies that supply restarants, etc. Usually a casual walk by the proper dumpster will provide plenty of info listed on the boxes there. Do your home work first.
