The flow is "out" of the carb at this pipe, not "in" to it. Vacuum at manifold is greater than vacuum at the top of the carb. this is why the flow goes from the carb, and through the PCV system, to the manifold and not the other way. The only way air flow shoud be coming from the filler tube, through the PCV system tube, and to the top of the carb, is if you have really worn rings and are getting a lot of blowby pressurizing the crankcase beyond what the manifold vacuum can handle...or if the Donaldson Valve is stuck closed.
