The path of the air flow is: In through the oil bath air cleaner, into the top of the carb, out through the tube and into the oil filler tube, through the crankcase, out through the tube to the PCV valve, and into the intake manifold.
Also the PCV valve, being one way with an internal check ball, prevents fuel vapors from the manifold and combustion chambers from being drawn back into the crankcase by vacuum as the engine cools and contracts. No PCV on the line from the top of the carb to the oil filler tube, probably because it is a much longer distance to draw vapors through this side of the system. (Manifold through tube to crancase much shorter)
