yes, the bolts allow for the installation of a Bead Lock, a heavy band which goes inside of the tire, between the beads. Then as you tighten the bolts you are clamping the tire to the rim, allowing for lower inflation pressure, as well as enabling run-flat. Many of the combat rims have had the iner 'bead lock' discarded, you can't tell from outside.
