That's blowby indicating the piston rings are worn out and combustion gases are escaping into the crankcase. Power Wagons came stock with pcv (positive crankcase ventilation) valves that routed blowby into the carburetor, that's what Vaughn was referring to when he asked about the tube coming off the oil filler tube. Two wheel drive trucks and cars had a simple open tube (draft tube) that dumped blowby under the front of the vehicle, as yours is doing.
