Mark, Trailer brakes are more for the trailer than for the truck towing the trailer. Your truck will stop a car trailer easily under perfect driving conditions but in the wet, or even worse if it gets icey, you're going to have an accident without some form of trailer brake whether you use electric or surge brakes.
You'll jack-knife your trailer 100% for sure if you don't have trailer brakes.
